How to fix your Surface RT device after a failed Windows RT 8.1 update
If you own a Surface RT device and you tried to update it to Windows RT 8.1, you may have encountered a problem that prevented your device from booting up. This issue affected less than 0.1 percent of Surface RT customers who installed the update, according to Microsoft, but it was serious enough that the company had to pull the update from the Windows Store temporarily.
Fortunately, Microsoft has released a recovery image that can help you restore your Surface RT to its original state. The recovery image is a 3.7GB file that you can download from here. You will also need a USB drive with at least 4GB of storage and a PC running Windows 7 or later.
Here are the steps to use the recovery image:
Download the recovery image file (SurfaceRT8_1RecoveryEN-US.zip) and save it to your PC.
Insert a USB drive into your PC and format it as FAT32.
Right-click the recovery image file and select Extract All. Choose a location for the extracted files.
Open the extracted folder and copy all the files to the USB drive.
Eject the USB drive from your PC and insert it into your Surface RT device.
Press and hold the volume-down button on your Surface RT and then press and release the power button.
Release the volume-down button when you see the Surface logo. Your device will boot from the USB drive.
Select your language and keyboard layout on the screen.
Select Troubleshoot, then Advanced Options, then Command Prompt.
Type \"del C:\\Windows\\System32\\config\\SYSTEM\" (without quotes) and press Enter.
Type \"exit\" (without quotes) and press Enter.
Select Turn off your PC on the screen.
Press and hold the volume-up button on your Surface RT and then press and release the power button.
Release the volume-up button when you see the Surface logo. Your device will enter the UEFI settings.
Select Secure Boot Control and set it to Disabled.
Select Exit Setup and save your changes.
Press and hold the volume-down button on your Surface RT and then press and release the power button.
Release the volume-down button when you see the Surface logo. Your device will boot from the USB drive again.
Select your language and keyboard layout on the screen.
Select Troubleshoot, then Reset your PC.
Follow the on-screen instructions to reset your device to factory settings.
After resetting your device, you can try to update it to Windows RT 8.1 again. Microsoft has fixed the issue that caused some devices to fail to boot after installing the update, so you should not encounter any problems this time.
